A DEQ director told a resident his agency had no authority to stop the emergency generators running for 24 hours. A noise ordinance exemption and a pre-issued air permit made the answer irrelevant. The structural finding is that 189 of Virginia 197 data centre permits were issued as minor permits with no public notice, and the federal government is about to make that option optional nationwide.
