US federal agencies took a record 1.7 million FOIA requests in FY2025 while FOIA staff at 25 major agencies fell 16 percent and backlogs rose 27 percent. The Department of Education lost 54 percent of its FOIA staff. Nearly 340,000 requests are overdue. The UK cut volume and went to 89 percent on time. This is a capacity failure with a body count, not a secrecy problem.
